WELCOME!
Non-Profit Evaluation & Resource Center, Inc. (NPERCI) is an independent, non-partisan evaluation agency, and is the first evaluation and resource center for public, private, for-profit and non-profit organizations in Puerto Rico. NPERCI is managed by a team of experts in research and evaluation with over 20 years of experience.
Evaluation is an indispensable mechanism for improving institutional performance. It is through evaluation that corporations and businesses seek and utilize precise, timely, valid and reliable information to know whether they have been doing the best actions in the best ways possible, whether they have been moving forward toward the achievement of their objectives, or whether they have been making a difference. We build the capacity of our clients to make informed decisions; the best decisions possible, those addressed to achieve the best results for the greatest number of people, groups, organizations, agencies, businesses, corporations and/or communities. Additionally, we assist our clients during the process control: establishing objectives, performance standards, indicators and measures; measuring results; comparing results and objectives; and designing and implementing corrective actions. We provide intelligent and strategic actions to respond to the high expectations for business and institutional operations, management and administration, as well as, for the demands for integrity, transparency and accountability of those responsible for decisions and results.
Through evaluation, we increase the knowledge and develop the skills of the human capital, helping organizations to identify strengths and opportunities to reach the next level. We foster the compliance with applicable laws and requirements, facilitate the documentation of organizational operations and performance, their programs, projects and services, identifying areas that need to be enhanced, formulating courses of action, and evidencing their effectiveness, efficiency, outcomes and impact.

About Us
NPERCI is incorporated in the Department of State of the Commonwealth of Puerto Rico. NPERCI follows the American Evaluation Association’s Principles for Evaluators and is a member of different professional organizations, including the World Association of Non-Governmental Organizations (WANGO). Our geographical scope includes North America, Central America, South America, Europe and the Caribbean.
We believe in the vision and competitiveness of the private sector, in the vocation, compassion and value of service of the non-profit sector, and in the sense of duty of the public service. NPERCI helps corporations and businesses be more effective and efficient at what they do. NPERCI supports them in their efforts to achieve institutional excellence and builds their capacity through evaluation and support services. We design and implement large, medium and small scale evaluation research studies to answer complex questions and explain intricate situations. A diverse pool of clients rely on NPERCI for objective, valid and reliable data and information, including members of board of directors, business executives, program directors, school districts, institutions of higher education, community organizations, business owners, public managers and policymakers.
NPERCI serves as an evaluation agency dedicated to the promotion of excellence in operations and performance, evaluating and certifying those corporations that comply with determined norms of operations. NPERCI is the first and sole evaluation agency in Puerto Rico that awards the Certification of Institutional Excellence™ and the Grand Seal of Institutional Excellence™, through the Operative System for Institutional Optimization©.

Focused Active Evaluation Model©
The Focused Active Evaluation Model© (Serpa and Rojas) was developed to facilitate a practical and useful evaluation framework based on institutional context, immediate community, and extended community, as well as, to improve an organization’s decision-making process. The model presents the evaluator with a renewed role: as an extension of the control system and as a collaborator and facilitator. It can be easily integrated into the normal operations of any organization. It integrates innovative practices and utilizes new knowledge to contribute to social progress and better quality of life.
Operative System for Institutional Optimization©
The Operative System for Institutional Optimization© is a voluntary, capacity building system, based in a model that promotes integrity, transparency, and accountability, strengthening organizations. The purpose of the Operative System for Institutional Optimization© is to identify those organizations that comply with determined norms of operations and expected performance as accountable organizations, committed to integrity and excellence and in which the public can trust. This facilitates the decision-making process of contributors and investors including customers, private funding entities, foundations and government when selecting the best choice for providing a service, to satisfy a need, or to support an endeavor.
The International Declaration of Fundamental Principles of Standards of Excellence for Non-Profit Organizations© was proclaimed and unanimously approved during the 6th Forum of Institutional ExcellenceSM, on September 18, 2009, in San Juan, Puerto Rico.

The educational background of the evaluation team includes a MS in Evaluation Research and a PhD in Administration. Our research evaluators have the certifications required by the Institutional Review Board (IRB) and are very knowledgeable about quantitative and qualitative research methods, development of indicators, monitoring, process and impact evaluations, and data analysis and reporting. They have considerable knowledge in communication strategies, are fully bilingual (Spanish and English), and are culturally sensitive. The team has conducted program evaluations for governmental agencies, school districts, higher education institutions, and non-profit, private and public organizations, including Title V, Mathematics and Science Partnerships (MSP), Title IV B-Adoption and Safe Families Act (ASFA) Projects, Title II-Community-Based Child Abuse and Prevention (CBCAP) Projects, Community Services Block Grants (CSBG), Rural Business Enterprise Grants (RBEG) and Rural Community Development Initiative (RCDI) Projects, among others.
